Your 61.1 Saw Prime Minister in absence Casey on Bye Election campaign and he said that following his conversation with Casey statement had been prepared by External Affairs regretting inability accept our proposals. I then suggested interim arrangement your 61 which Menzies accepts subject to Casey’s agreement. Menzies said London having all along been consulted he would like mention matter to British though he agrees that interim arrangement suggestion lying outside formal accredition no real need Commonwealth consultation.
