Draft aide mémoire from Eamon de Valera to David Gray1

DUBLIN, 2 May 1945

As I promised on the occasion of your visit on Monday, 30th April,2 I have considered your Aide mémoire.

As soon as the surrender of Germany has been officially announced, the Irish Government will establish the necessary contacts between your Legation and the German Legation so that you may make the arrangements which on such occasions normally accompany the taking over of the Government of one State by another. It should, however, be made clear that it is not within the competency of the Irish Government to give any assurance that any particular category of article would be included in the transfer of German State property.
