DUBLIN, 1 May 1945

Taoiseach Minister for External Affairs

  1. The American Minister 's statement that the German Govt. has ceased to exist is belied by the negotiations for surrender.
  2. We are under an obligation in relation to the handing over of the Legation but not with regard to its contents being intact. Gray's reference to the papers and ciphers is purely mischievous.
  3. Cremin's withdrawal (or his effort to withdraw) did not indicate anything beyond our desire to get him into safety.
